Why always police reform failed?

Today, no one seems to care, yet police culture, its behavior, and police reform were among the earliest promises in every political party’s manifesto. Every new government increases new units with flashy uniforms, all under the banner of “Police Reform.” But— —Have the police received modern training, despite loud and clear claims? —Have arrests ever been made using modern procedures?
—Have you ever seen a police officer step down under pressure for illegal actions?
—Have you ever seen an officer stand up for the oppressed?
—How many people have acted for the sake of dignity and integrity?
Kaka Shipahi’s mission is noble—to protect lives, uphold the law.
But in practice, people are merely opportunities or obstacles. He serves not the public, but a vague abstraction of power.
He is disconnected from nationalism. Unbound by religion.
Untouched by caste or race.
Detached from community.
And as his actions suggest—he has no future with society. He walks among us, yet belongs nowhere
